Prepare a tall glass, take a couple of lime wedges and crush them, then fill the glass with ice, then add the Vodka, next add the Orange liqueur, next add the Grape soda, next add the Lemon-Lime Soda.

I prefer Cointreau and if you can find it, change grape soda to bitter lemon soda. Both work great, though.
