Fill a shaker halfway with ice. Add vodka, sugar (syrup), and lemon juice, then shake.

Prepare a martini glass by wetting the rim with a lemon wedge. Spin the rim of the glass in a bowl of fine sugar to coat.

Strain shaker mixture into glass. Top off with champagne.
